You seem really 'hung up' on this 'does it load the image?' question.  I
think you might want to try some of these suggestions (there are at least 5
options on the table right now) and then make a decision.

You're trying to optimize a workflow you don't even have yet.

Use the tools pre-installed (sips and it's app wrapper Image Events) and see
what works for you.  (They do "open" the image, by the way, but perhaps not
in the way you think.)

If those don't work, then move to another option, like scripting an actual
application (Graphic Converter is the most efficient, in my experience, but
PS will work, too.)

If that's no good and you want to install some extra stuff, then ImageMagick
is a great tool and hooks up with lots of other tools (PHP is the main way I
use it.)

But...don't try to exclude possibilities right now, before you have even
tried anything.

Good luck with the actual script.
