There is this old "plain vanilla" attempt:

But most probably it will need a little re-make to make it work again, as
the clipboard specs and the way to handle them changed in most of modern
apps (as well as in AS).
And the old school trick was creating a new html message in
Outlook/Entourage and blah (the same method someone mentioned with
TextEdit).
And much older, if you have the luck to be running a very old machine, was
the osax "clipboardToHTML" (or RTF or XPressTags):

Anyway, many new apps (Apple ones, for example) will include RTF data too,
if you can handle that.
