Yes. Have a look to Smile, a complete AppleScript development and operating
environment. Smile is made and distributed (freely) by Satimage Software.
You can create system-wide palettes, application-specific palettes,
full-fledged dialog-based applications and so forth.
Smile is NOT as versatile as AppleScript Studio and the range of "interface
widgets" is not as wide, but Smile is quite easy to use and well-supported.
(There are a number of needed/useful interface elements which Smile does not
support -- like data tables [1] and scrolling text boxes -- but it is still
a very flexible drag-and-drop interface creation tool.)

[1] Late beta versions of Smile provide a rudimentary 'data table' object,
but these are very limited as actual data tables and they are not
well-implemented at this time.
