Really?
I try out lots of applications and it seems there are very few other
installers that force a restart.
Assuming it is the second paragraph you're questioning... Emmanuel is
saying the installer doesn't allow them to choose about rebooting
during the install process on the user's machine. i.e. their
installer script has to be programmed to either restart or not
restart, it can't be programmed to choose during the actual install.
