I would use a repeat loop, with a one-second delay, and check the size of the file. When the size stops changing you can assume the file has finished expanding.

Alternatively, you may use a repeat loop (without the delay) and check the busy status of the file. This solution doesn't work reliably if the expanding file is on a remote volume and/or the expand file application is running on another mac.
