Both, I believe, are ISO compliant. (At least that's what the comment in the XML DTD file said. I never looked it up)
Yes, the punctuationless versions are compliant with the standard. ISO 8601 - which you have to pay money to get a copy of, but there are many summaries online - actually defines many variants. Just none with spaces. :) One perennial favorite is the week-based calendar, in which today is 2007W50-5 (the fifth day of week 50 of 2007) - where the week starts with day 1 on Monday, and week 1 is the first such week with at least four days in the new year. (obtainable via date +%GW%V-%u )
