Install / Enable GetMilliSec

Newbie here. While looking for something else, I came across GetMilliSec. It didn't work on my Mac and I found out that I needed an OSAX file. I found the GetMilliSecOSAX101.hqx file and extracted the folder it contains. The folder includes a ReadMe, but it's a classic application and I couldn't run it (new Powerbook running 10.4.11). I did some reading and it seemed that what I had to do was put a copy of the GetMilliSec.osax file into the ~/Library.ScriptingAdditions folder.
Well, I did that, and restarted Script Editor, but GetMilliSec is still unrecognized. I assume I am missing a step but I Googled around and didn't find it. Can someone enlighten me? Thanks!
