If you create mailboxes "On My Mac" named "TEST" and "SUB-TEST" and
put "SUB-TEST" inside "TEST", you will find that you can also put
messages into "TEST". If you look inside the folder ./Users/
<username>/Library/Mail/Mailboxes/ you will find folders named "TEST"
and "TEST.mbox". "TEST" contains the sub-mailboxes, while "TEST.mbox"
contains messages.

I believe the grey (or white) folder is a 'mailbox folder', which
can only contain other mailboxes, not mail messages. You'll notice
you can't drag any mail into a mailbox folder, whereas a (blue)
mailbox will happily accept it.
