Metadata.osax: odd behavior trying to install

I downloaded v. 1.0.7 of Metadata.osax and tried to copy it to /
Library/ScriptingAdditions, which already contained v. 1.0.4.
Then I tried to empty the trash, and got the message "can't delete
Metadata.osax because it is in use". Force-emptied the trash with
Cocktail.
Here's what's happened several times in a row:
1. I drag the file from the distribution disk image to /Library/
ScriptingAdditions.
2. The file appears to copy OK, but if I do a Get Info, it says it's
version 1.0.4 (the copy in the distribution disk image says 1.0.7).
3. Drag the copy in /Library/ScriptingAdditions to the Trash. Try to
empty the trash and get the "can't delete; in use" message.
4. Force empty the Trash.
5. Go to Step 1.
Questions that occur:
1. How can a file that says it's version 1.0.7 change into version
1.0.4 when it's copied to a different folder?
2. Why can't I delete the previous version 1.0.4 from the Trash?
I'm using X Server 10.4.10.
