Is WINDOWS-1252 an alternate way to name UTF-8 ?
No, WINDOWS-1252 is a 8-bit superset of ISO-8859-1 where a handful of
rare characters such as "per thousand" () or "forte" () replace
ISO-8859-1's now useless control characters.
