A de-facto standard, I'm afraid, AFAIU it's because some widely
used webmail programs dislike Unicode.
Be interesting to discover if Mail.app has a preferences key which
specifies the output encoding. Maybe something like:
defaults write com.apple.mail NSPreferredMailCharset "UTF-8"
