This suggestion serves two purposes. Recovering a file before conversion will run some basic maintenance on your file and catch any minor / unknown issues that might be affecting the file. Saving a compressed copy of the file will remove all the wasted and unused space in the file leaving you with a smaller file. Compressing and recovering a file will leave you with the most optimized FileMaker Pro files possible. The recommended steps to follow are

Recover the file (assume original name of file is MyFile.FP5 - Save a copy of the recovered file in another location / folder)
Open recovered file and save a compressed copy of file (open MyFile Recovered.FP5 and save a compressed copy of it)
Rename the compressed copy of the file back to the original filename (rename MyFile Recovered Copy.FP5 to MyFile.FP5)
Repeat this process for ALL the files that are part of your solution / database
Then use the compressed / recovered versions of your files when converting to FileMaker Pro 7 or FileMaker Pro 8/8.5."

First of all there is no such command as Restore.

Secondly - perhaps you mean the Recover command?

Why would you want to do this?

You risk damaging all your databases. The Recover command is a last-resort
command and is not necessary for conversion to FileMaker 9.


What IS suggest when converting to FileMaker 9 is to use the save a copy
compacted command.
If your files are in FileMaker 8.5 then you can use a script like the
following to save the files in compacted format into a folder "Compacted"
