Distribute File to all users

Title: Distribute File to all users
I need to book a weblink on all users desktops.  I would think AppleScript would be the best tool but need some help getting started. My home dir folder structure looks like this:

HomeDirs/Students/GRADE YEAR/USERNAME/

There are 5 grade years folders and about 100 students in each.  Where should I start?
