Yes, I think it would be a problem, I would want to choose which
application displays the user interface, and not have it arbitrarily
decided by which app I happened to launch it.

No, of course not. Or only in the rarest of circumstances that does
not warrant it as enforced behavior, though if you can add it as a
parameter someone will always find a use for it.
So if we changed ‘display alert’ and all the other scripting
addition commands that display dialogs to display the dialog within
the application running the script instead of the current tell
target, that wouldn't be a problem?
