You can't set the stroke dash and gap unless it's a dashed line. You need to
set the stroke type:

            make graphic line with properties {geometric bounds:{0, 0, 0,
210}, stroke weight:4, stroke color:"Black", stroke tint:50.0, stroke
type:"Dashed", stroke dash and gap:{10, 20}, stroke alignment:inside
alignment}
