Yes, he does.

That's what I meant.

You will get a returned result which you can use to "validate" the URL at
that moment.  If you're not connected to the net, then, of course, it may
not be (or may be, if you're pointing to a locahost "http://";, for example,
or a "file://" or other known protocol OYM.)
