The encoding used to produce the digest version of this DL is "us-ascii", which doesn't include angle-quote characters, or any other extended characters for that matter. It's pretty difficult to encode these in only 7 bits. Here's the specification from the digest header:

Could the problem be in the software that creates the digest?
