Answer: Only if the creation date contains information about the
time zone where it was created. Preferably, the creation date is
stored as UTC and knows that.
I converted that from a thought experiment to a real experiment. I
selected a file, opened its Info window, then changed the time zone in
the Date and Time preferences. The creation date and time displayed
in the file's Info window changed accordingly each time I changed the
time zone.

I've noticed lately that the paranoid fear of computers becoming
intelligent and taking over the world has almost entirely disappeared
from the common culture. Near as I can tell, this coincides with the
release of MS-DOS.
