A simple.....

tell application "Finder"
	activate application "Adobe Photoshop CS4"
end tell

Replace "Adobe Photoshop CS4" with the name of your app.

This starts your app if it's not running, or simply activates it if it is already running.

You can also test the list of running processes, and only use the activate line if the app is not in the processes.

tell application "Finder"
	processes
end tell

NOTE that an apps process name might be different from it's activate name.
