Nevermind... inDesign is working as expected. I'm not sure why it wasn't working before, but it is now. Maybe I was passing already converted quotes?

For example, one of the ways the automatic feature fails is in this title: "That ’70s Show" the mark before the 7 should be a right/ single quote, but inDesign applies a rule that makes it a left/ single quote, which would be expected if I were sending it a straight quote. I want to pass a right/single quote unchanged, and use inDesign rules for all straight quotes, like the ones on either side of the title, but inDesign applies the rule to all quotes. Quark only applied the rule to straight quotes and left the others alone.
