Well I'll answer that with a question: why does it matter? The
resolution tag in a file is effectively ignored on-screen and is
overridden by scaling in a publishing package. The important statistic

change by altering the "resolution" tag.
True Tim you are correct in part:
A negotiated Hires image delivered to Client for printing purpose
needs to be 300dpi, because if it will be 72, the client itself will
need to changes the resolution thinking bad of the photographer. We
are not completely paperless, not yet.
For example, if a 300 dpi image is 14 inch on the wider side, changing
it to 72 ppi will resize to 59 inches without altering the weight of 3
Mb
On other side, if I save a Display Image at 300 ppi, when I display it
in my database it is smaller, because of concentrated pixels. Also it
is not a good idea to use an image on the web with a 300ppi
resolution: the most precise way is to define the wider side with a
previous 72ppi resolution, otherwise I can have an unnecessary
information that will not be used, and that will weigh on uploading
and downloading.
So the screen don't ignore resolution, it just expand (72) or
concentrate (300) the image.
Most part of programs can be seeming to ignore resolution but not
every program do the same, like FileMaker, which behavior is different
with different resolution.
