It does that on all versions of iTunes even on my 10.4 machines.
I love it and have used that for my wife. If she likes a song by some
off beat artist she just puts her name in the comment section and it
is immediately put into her playlist.

Smart Playlists, at least in 10.6, are now MUCH smarter since they
allow multiple groups of conditions.
For example:
Match [ALL] these
Rating is greater than 3
Playlist is not "Wife's Music"
[Any] of these
Artist contains Beatles
Artist contains John
This would give me, for example, all the John lennon and Beatles and
most of the Elton John and John Coltrane songs but none of the John
Denver or John Mayer in "Wife's Music" (not that my wife listens to
John Denver, just an example).
