FolderActions Rosetta-dependant?

Is it known/intentional that FolderActions only get executed if the script is
saved as Script, and not when saved as Script Bundle? (Tested under Mac OS X
10.4.11.)

I haven't used FolderActions for quite a while, so I may have missed a memo.
But I was a bit surprised, considering that this means that FA scripts can't
easily contain other tools in their bundle, and rely on Rosetta (and thus
won't work on a Rosetta-less Mac -- does 10.6 at least inform you when a
FolderAction tries to trigger a PPC script and Rosetta isn't installed? What
happens when Mac OS X goes Intel-only?)

Or am I simply doing something wrong? :)
