But, both of these statements cannot be true. We have a mathematical
inconsistency, also known as a "bug". Does anyone know what is
screwed-up here?

Essentially: if two files have the same extension then Launch Services
will use the Creator Code, if present, to determine which application to
use to open the file. Your two .scpt files presumably have different
Creator Codes.
