Well it is odd, I switched to MacRoman then relaunched the browser, reloaded, copied and pasted the page and it still doesn't compile.
I still see a missing ‚
In fact there are only two spaces between foo and 0, no room for a bad character.
Brian might be right, or is there an echo chamber in here?

First off, the encoding menu is generally used after loading the page, as my server defaults to the wrong character set, regardless of what you've set in your browser.

Second, Sander gave me instructions on how to set Apache to serve the page as MacRoman, so it now works without you guys having to do anything.
