I can reproduce here, after upgrading to Safari 5
I think Michelle is on the right track, since the problem disappears if you select Make Plain Text from the message menu.
It would be easy to fix with UI Scripting, but if you're sending thousands of emails, that could slow things down too much.
One thing you might try is create your message, UI Script the plain text string, save it as a draft, then use it as a template for the thousands of messages to follow.
(I hope I'm not on any of those mailing lists!)
I'm going to toy around with a bit more.
