Sadly, it doesn't appear the Merge to HDR feature in CS4 is scriptable at all - it neither records anything useful in Actions or even much of anything using ScriptingListener, so I don't think you'll have much luck automating batch HDR merging in CS4. Photomatix, however, has very flexible batch tools for creating HDRs from multiple exposures so you might look at that. There are also open source command line tools for doing this - see http://wiki.panotools.org/HDR_Software_overview for links to a variety of useful HDR tools.
It seems you're also running into an issue with batch opening RAW/DNG files - can offer a few suggestions on that if interested, but it seems that's just a secondary issue to your real objective so I won't bother writing it up.
