When you run the line;defaults write com.apple.helpviewer NormalWindow -bool true
in SL it adds a new line "NormalWindow" to the plist.
But this line appears to not do anything.

Correct, since it's buried in CoreServices.
There was another annoying change: Now there is no way anymore to allow to
push the Help window into the background, as was possible in 10.5. Or does
anybody know one?
There isn't. In SL, the window's always on top. The engineers apparently got
tired of complaints that people were leaving the app running and losing sight
of the window. Thus, they want it closed after using.
