NOOOOOOO!
Design flaw! The viewport of the window onto your document is not the scroll position. The only time you will scroll by pressing the up or down arrows (in editable text) is when the insertion point of the text is at the top or bottom of your window.
That's simply crap. Apple should know better. _______________________________________________
