It became common only after Microsoft came out with an email reader that promoted top posting; before that, no one top posted.

No, it does not prevent chopping it, but it encourages not chopping it.  The vast majority of top posters do not chop anything.

Bottom posting isn't much better; the best way is to interleave responses with quotes, chopping everything that is not necessary for the reply.  And that is exactly what I did with this reply.
