character id 223 is named : LATIN SMALL LETTER SHARP S
character id 7838 is named : LATIN CAPITAL LETTER SHARP S
it's clearly the capital version of the first one.
It's also a relatively new character that's not available in many fonts. For a simple case-folding library it's convenient, and probably better than not including ß at all, but it's not going to make your German users very happy.
There have been many attempts at reforming German typography to introduce an uppercase version of a letter that never had one before. It's nice that they added it to Unicode (four years ago) so that folks who wish to adopt it can do so in electronic text, and so the letter is available for use in other mixed-case scripts, but the last time I looked it was not exactly catching on in actual German use.
