Recent experience:
US patent drawings arrive from uspto.gov in TIFF format, but not all software that claims to handle TIFF can handle them. It's something like a FAX-compatible version of TIFF. In any case I think it uses run-length encoding of some kind.
Preview displays it but doesn't get the results I want when saving as PDF. In particular, line widths on machine drawings don't seem to understand the concept of a line width that's the same in all directions. (Some of that may be in the bit-mapped scaling.)
Lemke's Graphic Converter does it nicely and I learned that GC would do PDF only by trying.
GC is pretty scriptable though I have never done it.
