No problem here, on Lion.
I quickly wrote a script implementing your "set label index of ... to 0/3", saved it as
~/Library/Scripts/Folder Action Scripts/robert.scpt
then created a folder "robert" on my desktop, ctrl-clicked it and selected contextual menu's item "Configuration des actions de dossier..." (second item from the bottom).
The dialog that opened was crystal clear, and allowed to attach "robert.scpt" without any problem.
