In my view, that's not the issue. If you want to distribute a product at Mac App Store, the product must follow Mac App Store's review guidelines. Ask Jason, the boss. They will tell you (In fact, Jason has said so.) that all products including Apple software products must go through the Mac App Store review process. I'm not the decision maker here but just a follower. If Apple didn't distribute Xcode through Mac App Store, then I would have no problem. Xcode 4 includes Application Loader 1.5, an stand-alone application. It doesn't function properly under OS X Lion. If it did, so many people would not complain about it in developer's forums. "Don't include a feature that doesn't work." That's what the person reviewing Xcode 4 should have said to the development team.
