Problem with Help Book

Slightly off topic, but someone here is likely to know the answer!

I've just fixed a bug in an AppleScript application.
I recently moved from Snow Leopard to Lion (10.7.5).
When I tried editing my application's Help Book via iWeb,
I discovered that I cannot open the "Help Book.sites2" file.
(iWeb does launch and invites me to start a new document.)

Is iWeb in Lion now inoperable?

(Some time ago, I looked into using RapidWeaver, but it won't
even let me write some text. It seems to have no capabilities at all.)
