Thanks to Yvan and Shane for the info on Python and 'ASObjC Runner'.

You can also do this with the Satimage.osax:

set f to "file://localhost/Users/yvankoenig/Library/Containers/com.apple.Preview/Data/Desktop/Hȁussermȃn.pdf"
unix path of (URL info for f)

--> "/Users/yvankoenig/Library/Containers/com.apple.Preview/Data/Desktop/Hȁussermȃn.pdf"
