Speed and Handlers

I have a script, which positions certain files in the frontmost Finder window to a special place. The files belong to 3 different groups, this is defined in the script. Because the positioning part is always the same code, this is code is in a handler.
To test speed, the script mesures the time it uses in milliseconds.
To my surprise, the script is by about 10% faster, if I place the code instead of in a handler always directly after the definitions of the 3 groups.

Was I wrong in assuming, handlers spare not only coding but also runnig time?
