I read the following at thenextweb.com.
"The new OS contains a feature called Gatekeeper which will eventually
prevent any applications from being installed that are not signed with a
Developer ID certificate."
Assuming "being installed" includes installation by dragging an app bundle,
yes, it implies that I might not be able to build an app on one computer,
then put it on a disk and carry it to another computer, not to mention
transferring it over a network. It would need to be compiled from source
wherever it went. I don't see that as a trivial distinction, although
perhaps others do. Because of that, I'm not sure what consequences are
implied for open source software in general. There's no software which now
exists in compiled form which can be authenticated by an identification
process that doesn't yet exists, is there? Or will the authentication
process provide for membership and signing for previous software builds? If
not, I'm assuming the requirement will have the potential of snuffing at
least as many applications in a single blow for a given user as did the
omission of Rosetta.
