That's incorrect and incomplete.
I suggest you go to the horse's mouth: <http://www.apple.com/macosx/mountain-lion/security.html>.
One of the *options* is to disallow unsigned apps, although it can still be overridden app-by-app. And it only applies to apps downloaded from the Web or received in emails.

Not a correct assumption. Moving apps via disks or across networks works even if Gatekeeper is set to App Store only. And again, the setting can be overridden app-by-app.
There *are* implications for AS in sandboxing, but Gatekeeper is pretty much a non-event for it, IMO.
