In Snow Leopard, I opened the file 'startup/Library/Preferences/.GlobalPreferences' with Property List Editor.app and changed 'MultipleSessionEnabled' manually only to find that this file is protected and will not allow changes to be saved. (MultipleSessionEnabled only appears after you have manually enabled fast User Switching via Login Options in the Accounts pane of System Preferences.)

Perhaps you have to change the Permissions on this file to get this to work. (I haven't tried that, however.)
