The Finder is an application for doing stuff with files. It's scriptable to the point that it can be made to do many of the things it does via a scripting interface. But the Finder is not an application for mounting disks; disks may get mounted if required, as a byproduct of opening a file, but disk mounting is not the Finder's role. So it's difficult to see why one would expect the scripting interface of the Finder to include the ability to do something the app itself can't.
