Which Mac OS are you using?
This is a long-standing bug which if memory serves I last encountered in Snow Leopard.
It's possible to get around it by changing one of the preference settings - perhaps 'quote original message' - but I don't remember offhand. (I spent quit a bit of time Googling for the fix, but I don't seem to have that info handy at the moment.)
It's bad enough that I can't change the content of the message after it's forwarded, but this kind of bug is unworkable.

Please file bugs against Mail for this bad behavior - Apple has chosen not to fix these glaring deficiencies for years now.
