A lot of odd behaviors were reported from systems updated with delta updaters.
May you try to download and apply the combo one ?

As I already wrote, on my systems, zip, exe, dmg, sparseimage … are perfectly treated by the on open handler.
I'm a bit reluctant to imagine that there is a filter in some system and not in other ones.
Are you sure that there is not a third party component playing the fool ?
For see, at this time, on mine, several OSAXen are installed :
Adobe Unit Types.osax
Digital Hub Scripting.osax
FITS.osax
Numerics.osax
Satimage.osax
StandardAdditions.osax
XMLLib.osax
and ASObjC Runner is … running.
