Sandboxing and Gatekeeper are entirely unrelated.
Gatekeeper lets the user control whether downloaded applications from the app store or code-signed by a registered developer can be launched by double-clicking. The details have been rehashed here and elsewhere ad-nauseum. FWIW, I wouldn't be surprised if code-signing was problematic for an AS applet containing other AS applets, but a definitive answer would require someone to try it.
Sandboxing only really affects the behavior of the sandboxed app, and how it runs attached scripts. It's relevance to scripters is minimal, except that in sandboxing apps, often changes are made to their behavior and where they store things.
