Follow-up:

I have verified that the last and latest version of Property List Editor is 5.3 bundle version 1686.
It came with Snow Leopard and is located in /Developer/Applications/Utilities/.

On my Mac … it will not launch in Lion (10.7.5) nor in Mt. Lion (10.8.5).

When I try to launch in Lion, I get a window named "Problem Report for Property List Editor" which explains that "Property List Editor cannot be opened because of a problem." and that "This report will be sent to Apple automatically.".

I tried this with both my copy and Yvan KOENIG's copy. Same result. My System Preferences allow applications downloaded from Anywhere.

I have no clue why PLE will open in Lion on another Mac. But, I am curious.
