launch command again

After installing the 10.8.5 combo update, I was, of course, curious if AppleScript's broken 'launch' command had been fixed. I ran my test script and received the usual error message. It's still broken!

The latest AppleScript Language Guide, dated 2008-03-11, describes 'launch' as …

launch
Launches an application, if it is not already running, but does not send it a run command.

The problem is that 'launch' does erroneously send the 'run' command.

Has AppleScript become so obsolete that it's not worth fixing?
