I don't think so. The main difference between the two is that Cocoa uses the bottom-left as the origin.

I suspect that what is happening here is yet another Finder bug. It smells to me like they are adjusting for the height of the menu bar, forgetting that the desktop coordinates they are using have presumably already allowed for it.
