Some applications must be opened in order to get their terminology and some don't require that. Applications that use the modern Scripting Definition (SDEF) file for their terminology usually don't need to be opened†, and applications that use the older Script Suite format do.
Does it sound like that might be the issue?
† Though they can explicitly require it, if they need to build their terminology dynamically.
