Here, 10.10.5 ran in French, it behaves flawlessly.
It compiles as date "vendredi 14 août 2015 10:15:00"

In my own practice, I never use this syntax because I dislike the fact that a date is automatically converted in the full format which is localization dependant.
I use :

"10:15"
date result
--> date "vendredi 14 août 2015 10:15:00" when the system use French
