As far as I remember there are Bitmap-Picts and Quickdraw aka Vektor
Picts. I can imagine that the later are the ones which Photoshop didn’t
like any more. And it there even could be a Version 1 and V2 of the
Pict-Format but I can’t remember what are the differences. Perhaps the
later v2 was with Coulorqickdraw introduced.

You may be onto something. I don't have any of the PICTs at hand right
now but I had opened one in a text editor. It contained a string saying
that QuickTime decompression was required to display the image.
